Indicators elaboration in a Mexico Teleconsulting State Program.

Abstract
Objective: Calculate the indicators for remote consultation in order to monitoring the Health Program in San Luis Potosí. Method: Descriptive study to estimate monitoring indicators with information of secondary sources which are not routinely collected in the Program. Results: The Program provided 4,225 remote consultations from January to October 2016, 17 consulting units, 9 accounted for 90% of productivity and provided from 1.1 to 3.7 average remote consultations per day; the remaining 8 units provide less than 1 teleconsultation per day. It was indirectly estimated that the 4,225 teleconsultations avoided $ 3,974,526 pesos in transportation and per day to patients.In a sample of teleconsultation records of the General Hospital of Rio Verde, teleconsultation of first contact was 56% and 44% follow-up visits; the average time of deferral was 28 days and 52 days, respectively. The mean time of internal medicine deferral was 39 days, 23 days for dermatology and 16 days for ophthalmology. Conclusions:The article shows measurements about access to telemedicine services that could be routinely incorporated into the measurement of management indicators of this and other teleconsultation programs.
